6666 days of PR

Saturday, October 20, 2012, 6666 day of Lukashenko's presidency. It's just an incredible amount of time for one person to keep the power. You can build a new country over these years. At least Peter the Great needed twenty years to do it in conditions of a bloody and endless Northern War. However, the time moves on, and a new generation appeared in Belarus. For nearly two decades these young people came to adulthood and had own children. However, they don't know and cannot imagine another head of state. By the way, Alexander Lukashenko considers himself an old politician. During a press conference with Russian journalists on October 16, he said "actually I am patriarch in the policy (experienced politician)."

Will not help…

Previous week in Belarus started and finished on the foreign policy note: the Minister of Foreign Affairs was replaced on Monday, and at the same time the Presidential Administration of Belarus was left without its head. On Friday, in the wake of a scandal involving the identification on the streets of Minsk internationally wanted close relatives and associates of former Kyrgyz President Kurmanbek Bakiyev, ambassador of this mountainous Central Asian republic must leave Minsk.

No Second Northern War

Russian Foreign Minister Sergey Lavrov visited Minsk not the first time. For the head of the Russian Foreign Ministry this route is quite traditional, as well as the subject of negotiations: an analysis of the foreign policy situation (especially the situation in Syria and around the country), the development of integration processes in the post-Soviet space and the involvement of Belarus there, the positions of the parties with respect to CSTO, etc. It is clear that the Russian-American relations are not discussed. At best, the Belarusian government receives some information on the progress of the dialogue between Moscow and Washington (if any) on missile defense, Iran's nuclear program and relations between Washington and Moscow in the framework of the stated issues. In a larger perspective the cooperation between Russia and NATO on the Afghan problem is discussed. But there are smaller questions to discuss.

Laurels of Peter the Great

Tough challenges and so-called force majeure circumstances for the power with enough resources and public trust are never a disaster, but only an extreme situation, providing the opportunity to demonstrate their competence and efficiency. Openness and commitment, and most importantly, the ability of authorities to solve the problem demonstrate the indispensability of the political regime, enhance its legitimacy, contribute to its popularity and stability.

This was an example of popular opinion that serious politician cannot ignore. It should be recalled that the society of those years was impressed by the fact that the Rust’s aircraft was approached by duty units of the Soviet air defense fighters three times, but they didn’t dare to shoot it down. People have embraced the German "Cessna" about the Kremlin not only as a national humiliation and shame, but also as a precursor to serious global problems that await the Soviet Union, among which was also a loss of combat readiness of the Soviet Army... Four years remained before the collapse of the Soviet Union...

The fate of the Union State of Belarus and Russia continues to excite the Russian and Belarusian political class. After the integration project the Customs Union - Common Economic Space (CES-CU), which by 2015 should be transformed into the Eurasian Economic Union, the future of Russian-Belarusian state formation acquires special importance.

«Holiday for people»

June 18, 2012 President Lukashenko announced the date of the next parliamentary elections in Belarus. The news was presented in the traditional paternalistic format: "we must hold elections as a holiday for the Belarusian people. Let's just do this holiday. This day should be a holiday for the people". Achieving legitimacy of the new members of the House of Parliament - a true "holiday" for the Belarusian authorities.

To achieve the legitimacy imitation of electoral struggle for deputy mandates is necessary and it can’t be done without opposition.  Financial resources are allocated on the legitimization of Parliament and there are already many people, including those in opposition circles, eager to draw these resources. As a result, the pattern from year to year does not change - an imitation of elections, an imitation of participation, and real money.

Remake of integration

In two weeks time Moscow will host the fourth inauguration of Russian President Vladimir Putin. The next presidential election in Russia will be held only in 2018, and then, without doubt, Russian leadership will have to answer for the third stage of integration on post-Soviet space (Customs union - the Common Economic Space). Price of integration in the format of the "troika" (three) is too high, it is impossible to forget about spent billions of dollars and resources, to simply brash them aside. It is worth mentioning that the current format of the financial and resources support to Belarusian economy from Russia (after November 2011) is now more than $ 8 billion a year, and that is without obvious benefits received by Belarusian producers on Russian market.
